When is a Land Use/Zoning Permit required?

A Land Use/Zoning Permit shall be required prior to the erection, addition or alteration of any building or structure or portion thereof; prior to the use or change in use of a building, structure or land; and prioer to the change or extension of a non-conforming use.

How long is a Land Use/Zoning Permit good for?

All work authorized by a Land Use/Zoning Permit shall be completed within one (1) year of the date of issuance of said permit.

What applications/permits are required if I live in the Historic District?

A Historical Architectural Review Board (H.A.R.B.) Application is required to be completed and approved, along with a Land Use/Zoning Permit, for any work that would affect the general design, arrangement, texture, material or color of any structure or building in any historic district when the result of such work is capable of being viewed from a public street or way.  Permits shall be required for such work, even if a permit is not required according to the presently enacted Zoning ordinance of the Borough of Bedford; this includes but is not limited to painting, sandblasting, chemical cleaning, stucco or other applied textures, replacement or major repair of windows, cornices trim or other nonstructural elements, signs and other work affecting the visual appearance of the structure.

How do I apply for a Land Use/Zoning Permit?

Complete the Land Use/Zoning Permit Application.  All sections, if applicable, must be completed in their entirety.  A plot plan is required, along with a copy of the contractor’s certificate of liability insurance. You may submit your application via email or in person at the Bedford Borough office located at 244 W. Penn Street, Bedford, PA, Monday – Friday between the hours of 9 am – 4 pm.

Is there a fee for a Land Use/Zoning Permit?

Yes, the fee is $25 per the first $1,000.00 in estimated construction costs and $1.00 per each additional $1,000.00 in estimated construction costs.

Is there a fee for a H.A.R.B. application/approval?

No, there is no fee required for a H.A.R.B. applicaton/approval.
